Margaret has twenty years of experience in the construction industry. She is an innovator, an assertive player with a positive attitude. She brings purpose into her work, including the projects she builds. Margaret takes great pride in supporting others to meet their goals and has a proven track record of creating and nurturing career paths of others over the course of many years.

As board member and secretary of Power2Workers, Margaret helps to develop and oversee the implementation of local hire programs and leads project compliance. She assists developers in presenting, reviewing and negotiating local hire and Minority & Women Owned Business target programs. She works with general contractors to draft subcontract compliance exhibits and ensure subcontractors remain in compliance with all federal and state prevailing wage regulations. She oversees local hire and labor compliance, to ensure all parties succeed in their roles and ensures processes are clear and easy to understand. Margaret has created many jobs for local residents on various affordable housing projects within the City and County of Los Angeles.

Margaret began her work in an administrative capacity and has grown into senior project management with a strong focus in workforce development and local hire. In her spare time, she teaches pre-apprenticeship, spends time hiking and enjoying Los Angeles with her family.  She has held these positions with Cobalt Construction Company, a large multi family general contractor, CIM Group, Cannon Constructors South, another large multi family developer and Factory_OS, a modular housing factory located in Northern California.

Margaret has her LEED AP certification and construction management certificate from University of California Los Angeles.  She acts in an advisory role to several workforce organizations including Maxine Waters Employment Center and Career Expansions, a pre-apprenticeship training partner.

Erika Castellanos, Board Member

Community Manager, JP Morgan Chase Bank

Erika Castellanos is the Community Manager at JP Morgan Chase Bank. Prior to joining the board at Power2Workers, Erika supported Power2Workers by holding financial literacy workshops to teach Power2Workers participants about financial health including setting goals and credit. Being an immigrant to this country, Erika saw her parents have their own financial struggles due to a lack of financial education, it is because of this that she has a huge passion in the financial health space. She also has extensive experience in working with community leaders and nonprofits in efforts to drive success in social change and help to close the gap in our minority communities with financial wellness.

Erika knows how to make great connections. This has allowed her to create opportunities at the local and national level to improve financial health by cultivating programming, resources, and collaboration opportunities that have address racial equity gaps.  Ms. Castellanos attended UCLA Anderson School of Management.

Pamela Paige, Board Member

Pamela Paige brings over 20+ years of extensive workforce development experience and job development expertise with adult, dislocated workers, disconnected youth, younger youth, homeless, reentry and women. In March 2021, Pamela retired from the Housing Authority of the City of Los Angeles (HACLA) after 24 ½ years of service. She oversaw a staff of 30, as the Workforce Development & Section 3 Manager for HACLA and its 14 public housing developments. Her Workforce Development Unit operated on an annual budget of $6.5 million and served 3,500 active clients. She managed the Watts/ Los Angeles WorkSource Center, HACLA Summer Youth Employment Programs and HACLA Employment Technology Centers.

 Pamela is now a private consultant with Paige Innovative Consulting. She has contracted with City of Los Angeles Economic Workforce Development Department, Career Expansion, Burke Consulting Group, Housing Authority of the County of Santa Barbara and Helping Other People Excel ( HOPE).

 Pamela is a Director on the Lola Mercedes Parker Foundation Board. She is the past Far Western Regional Director for Iota Phi Lambda Sorority, Inc. and member Gamma Mu Chapter, Los Angles, California. Her reputation as an FWR “Worker Bee”—translated as “working and not shirking”— preceded her into IOTA. In return for its commitment to her, Pamela gives IOTA dedication, passion, an innate sense of adventure, the ability to multitask, undaunted enthusiasm and uncompromising loyalty.

As Director of Community Outreach and Engagement, Claudia Cardenas’ main focus is the development and implementation of Primestor’s long-standing practice of extensive community outreach and engagement. From the early stages of the project, an active and informed dialogue is established with the local Community that seeks an understanding of Community views, values, needs, wants and aspirations. This consistent communication allows the Community, along with local organizations, key stakeholders, and Government agencies, to become an integral participant in all aspects of the project.

Nancy Zeoli, Board Member

What are my hobbies? Walking, bike rides

What is my vision for the group? Growth and a heart for the work.

Nancy Zeoli is the owner of NRZ Compliance Consulting. She has over 30 years of construction experience having started as a payroll clerk for an electrical contractor while working her way up to include all phases of accounting and prevailing wage labor compliance before starting her own company by working hard, listening to people, and finding the passion that drives her.

Nancy continues to work on various projects in the Los Angeles area seeking temporary and full-time construction jobs for local residents by working alongside city agencies and local unions to help get individuals into apprenticeship programs.  Nancy enjoys working with eager individuals who want to start a new career in construction while also helping others learn about Prevailing Wage, Local Hiring, and various project requirements placed specific projects.  

When Nancy’s not working, she enjoys spending time with her family, friends, and her faithful dog Bowie, she also enjoys riding her bike with Bowie, crafting and doing word searches to keep her mind sharp.
